Cortney Fisher, JD, PhD, is a Senior Lecturer in Criminology and Criminal Justice at the University of Maryland (UMD), where she teaches courses including Victimology and Victim Advocacy. She earned her Juris Doctorate from New England Law – Boston and her PhD in Criminology and Criminal Justice from UMD. With over twenty years of experience, Dr. Fisher specializes in victimology, trauma-centered system response, and responses to community, gun, and mass violence. Her extensive background includes serving as Deputy Director for Victim Services in Washington, D.C., where she managed mass disaster victim responses and community violence care continuums, and as Executive Director of the Maryland Criminal Injuries Compensation Board. In addition to her role at UMD, Dr. Fisher consults with government and non-profit organizations to develop culturally responsive care, trauma-informed interventions, and coordinated support systems for victims of crime.
